Conrad Etienne Moreau is a scientist, who was designing and selling chemical and biological weapons. He was arrested by the FBI for trying to sell a biological weapon. ("The Transformation")
He shares a name with the fictional H.G. Wells character, Dr. Moreau from the 1896 science fiction novel, The Island of Doctor Moreau. Moreau is a mad vivisectionist who fled upon his experiments being exposed and has moved to a remote island in the Pacific Ocean to pursue his research of perfecting his Beast Folk.
